{"id":24531,"date":"2023-04-03T03:15:34","date_gmt":"2023-04-03T07:15:34","guid":{"rendered":"https:\/\/quantumlifecycle.com\/?p=24531"},"modified":"2023-09-06T08:45:40","modified_gmt":"2023-09-06T12:45:40","slug":"changes-to-the-basel-convention-their-impact-on-e-waste","status":"publish","type":"post","link":"https:\/\/quantumlifecycle.com\/en_CA\/blog\/changes-to-the-basel-convention-their-impact-on-e-waste\/","title":{"rendered":"Changes to the Basel Convention &#038; Their Impact on E-Waste"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Since first taking effect in the early 1990s, the <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/different-approaches-to-electronics-recycling-around-the-world\/\">Basel Convention<\/a> has reduced the movement of <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/why-choosing-the-right-electronics-recycler-is-so-important\/\">hazardous waste<\/a> between countries, playing an important role in reducing environmental pollution. The regulatory framework has seen several amendments over the years, including the designation of plastic waste as a regulated material in 2019. The most recent amendment focuses on <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/the-environmental-impact-of-cloud-computing-data-storage\/\">e-waste<\/a> and will take effect on Jan. 1, 2025. Here\u2019s a closer look at the changes the amendment will bring.<\/span><\/p>\n<h2>What\u2019s changing?<\/h2>\n<p>Currently, materials regulated by the Basel Convention are classified as either green or red light items. Green light items are deemed non-hazardous, and can therefore move freely between Basel party nations without prior informed <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/what-you-need-to-do-to-comply-with-pipeda\/\">consent<\/a> (PIC). These include electronic components that will be repaired or refurbished.<\/p>\n<p>Red light items, on the other hand, carry known hazards. The red light list includes e-waste contaminated with substances that can pose risks to the environment or life forms, such as mercury, lead, cadmium, and polychlorinated biphenyls.<\/p>\n<p>Now, an amendment that was initially proposed by Ghana and Switzerland in 2020 has been approved by the Basel Conference of the Parties (COP), which will create a new yellow list. Items on the yellow list aren\u2019t automatically deemed hazardous, but will require special consideration. This will include all non-hazardous e-waste previously classified as green light items. Only items that are being dismantled and entering into e-scrap streams will be affected, however; <a href=\"https:\/\/resource-recycling.com\/e-scrap\/2022\/06\/16\/treaty-tightens-regulations-on-global-e-scrap-trade\/\">there will still be an exception<\/a> for items being processed for <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/ghg-reduction-how-quantum-can-help-you-reach-your-sustainability-goals-while-avoiding-greenwashing\/\">reuse<\/a>.<\/p>\n<h2>How will the amendment affect e-waste?<\/h2>\n<p>The <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/how-quantum-identified-the-most-carbon-efficient-transportation-route-for-moving-e-waste\/\">electronics recycling<\/a> industry is no stranger to regulatory changes, and <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/the-future-of-electronic-waste-innovations-in-e-waste-recycling-technologies\/\">e-waste recycling<\/a> facilities have had to keep pace with significant shifts over the years. Previously, <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/what-are-the-benefits-of-quantums-customer-portal\/\">compliance<\/a> with regulations such as OECD took priority, as they were stricter and broader in scope, thereby overriding the Basel Convention. With this shift, however, Basel will likely override other regulations.<\/p>\n<p>As of 2025, countries in the Basel convention will no longer be able to export yellow-light items without PIC. This will significantly increase the administrative burden of exports for countries within the Basel Convention, including increased paperwork. For non-Basel countries, such as the U.S., the transfer of non-hazardous e-scrap will become all but impossible. There are <a href=\"https:\/\/resource-recycling.com\/e-scrap\/2022\/06\/16\/treaty-tightens-regulations-on-global-e-scrap-trade\/\">exceptions in place<\/a> for countries that already have agreements with the U.S. through OECD, however.<\/p>\n<h2>The Call for Circulation Solutions<\/h2>\n<p>Recent changes to the Basel Convention are just one more reason why Canada and other developed nations must adopt <a href=\"https:\/\/quantumlifecycle.com\/en_CA\/blog\/can-the-circular-economy-help-save-our-planet\/\">circular solutions<\/a> for handling e-waste domestically. The priority should continue to be maximizing reuse and refurbishment and minimizing our contributions to landfills.
